Five working groups led policy development across the five key themes that emerged from the consultation process:
- Access to Services Working Group, representing 27 member organizations
- Durable Solutions Working Group, representing 12 member organizations
- Legal Rights and Asylum Working Group, representing 13 member organizations
- Representation and Participation Working Group, representing 12 member organizations
- Women and Displacement Working Group, representing 12 member organizations
These working groups are made up of 76 organisations (representing 25 refugee-led, 47 national, and 4 international organizations) from 26 countries.
The working groups developed policy papers including recommendations on each theme, which were further discussed and refined at the International Refugee Congress.
